Charles "Charlie" W. Smart, age 66, of Norris, passed away Tuesday, March 25, 2014. Born in Arlington, Massachusetts on May 18, 1947 and grew up in Concord, Massachusetts. He was an undergraduate of Maine and graduated in 1969; received his graduate degree from Virginia Tech in 1971 and also received his PHD from Virginia Tech 1976. Charlie retired from TVA as a GIS Project Manager after 37 years of service. He was a member of the Oak Ridge Sportsman Association for 30 plus years and was the Civilian Marksmanship Program Director where he coordinated the CMP and NRA matches.

The family will have a memorial service at 5:00 pm, Saturday, April 5, 2014 at Norris Religious Fellowship Church with Rev. Keith Haverkamp officiating. The family will receive friends following his memorial service in the fellowship hall.
